Controversial Measure Passes Second Reading

A controversial proposed coal plant took a step forward in Waterloo last night. Last week, the Waterloo City Council approved a first reading of the measure to annex and rezone land for the plant following a six hour meeting. Last night, the council approved the second reading of the request, it still needs to pass a third reading at the council's meeting next Monday. Elk Run Energy needs to annex the land off Newell Street in order to build the $1 billion coal-plant.
